Though your question is incomplete and should hve been ended 'by using three times the balance how would you isolate the hevier ball , I would like to answer the question:

First: Keep 4 balls in each pan - If both the pans are balanced then the remaining one is the heavier.

Second : If one of the Pan is heavier take those four balls and keep 2 in each pan.

Third : Take the balls from heavier pan again and keep individual ball in each pan to get the heavier ball.

2) If scale doesn't balance, then take heavier side and put 2 balls on each side. Heavier is one of the 2 on the heavier side now.

Now that you know one of 2 is heavier than the rest, use your hands and figure out which is heavier, since you can't use scale again
